The other mounting areas on this display are untouched and never had any new dogs attached. Look at the upcoming talking signs too, promotion change? only the Taco Bell marketing must know. As 2000 approached the 2nd wave promotion was lanched, 4 other Chihuahuas were produced, they did have the talking boxes inside them with more Taco Bell phases.
